    I fixed OpenNETCF.Desktop.Communication on Vista64

    Hello,

     I fixed the couple of bugs that existed in OpenNETCF.Desktop.Communication on Vista64.  I also updated the RAPICSharp.cs to work with the latest build of OpenNETCF.Desktop.Communication.

     How would you guys like me to get the changes to you?
